Supervisors approved funds to help
launch JSF informational campaign
(May 10, 2012, El Centro, CA) - The Imperial County Board of Supervisors today authorized using $10,000 as seed money to launch an informational effort to encourage the home-basing of the Navy's Joint Strike Fighter Program at the El Centro Naval Air Facility.
"Especially in these tough times, it's imperative to look for ways to add jobs and build our local
economy. Home-basing of this new generation of Navy aircraft would insure the future. of our base and bring with it 2,500 military personnel and 2,000 new civilian jobs," said Board Chairman Mike Kelley.
The motion passed unanimously.
The El Centro base is one of two being considered to house the Navy's version of the F-35C Joint Strike Fighter. Lemoore Naval Air Station in the Central Valley is the other base under review. The Navy is developing an Environmental Impact Statement and a draft is due to be released this fall.
“WIFFY” AT VALLEY BAPTIST CHURCH

(May 10, 2012, El Centro, Ca) “Wiffy” Wilfredo Real, is a gifted, young Christian musician who will be performing at Valley Baptist Church (VBC), on Sunday evening, 6:00 pm on May the 20th. Valley Baptist Church is located at 7th and “B” Street in Brawley, on the east side of the high school.
Although a young musician, Wiffy Real has toured in Mexico, Texas and has even performed at Max Lucado’s church in San Antonio.
He brings humor, sweet melodies and a love for God in a music that is appreciated by all ages. Persons of all ages are encouraged to attend, and bring friends who love or need the Word. Wiffy promises an “encounter with God through music.”
Wiffy has a tour scheduled for the fall to promote his 3rd CD, The Voice of Hope. The Sunday evening performance at VBC will be an acoustical set, a there is a promise of joy and laughter and listeners will love the lyrics.
BESD considers multipurpose/gymnasium for Barbara Worth
(May 10, 2012, Brawley, CA) – The Brawley Elementary School District listened to Jimmie Sanders of Sanders, Inc., a local architecture firm, discuss preliminary plans to add a dining room modular at Barbara Worth Junior High. The modular would nearly double the inside dining space available to the middle school. Eight hundred students attend Barbara Worth and are divided into two lunch hours. The present cafeteria seats eighty students with 260-280 students using the cafeteria daily. The proposed modular will fit between 80 and 120 additional students.

IID Board votes to add six new positions to SOC
(May 10, 2012, El Centro) The Imperial Irrigation Board of Directors voted to add six new positions to the District’s System Operations Center.
In a 4 to 1 vote, $1.1 million dollars was authorized for the six new positions and annual salary adjustments.
IID General Manager Kevin Kelley said, “Since the September 8, 2011 outage, IID has taken a number of affirmative steps in support of its balancing authority, which allows the District, among other things, to retain its autonomy and set its own rates. The action I am recommending represents what I believe must be an organizational imperative on a going-forward basis. There is no more important function of the District as a balancing authority than to address the staffing level and resources allocated to the SOC.”

Arizona lawman remains steadfast despite lawsuit threat

(May 11, 2012, Maricopa County) - A defiant Sheriff Joe Arpaio is preparing to tell President Obama and Attorney General Eric Holder later today there is “no way” he will turn over the management of the Maricopa County Sheriff’s Office to the Justice Department despite the threat of a federal lawsuit.
“Clean your own house, Eric Holder, before you come trying to clean mine,” Arpaio said today in a telephone interview with World Net Daily.
As WND reported, the Justice Department informed Arpaio yesterday it plans to take him to federal court on allegations of systematic violations of the civil rights of Hispanics. Holder has sought an agreement to establish a court monitor in Arpaio’s office to clear his decisions.

Giant SoCal water agency says global warming law will cost it
$10 million to $50 million a year

May 11, 2012, Los Angeles, CA - Southern California's biggest water wholesaler says it faces an extra $10 million to $50 million in annual expenses to comply with California's global warming law.
Those costs will flow down to ratepayers already stressed by steeply rising bills, said the giant Metropolitan Water District, importer of most of the water used in Southern California.
To forestall this increase, Metropolitan is asking for an exemption from the "cap-and-trade" greenhouse emissions requirements of Assembly Bill 32, the Global Warming Solutions Act, said Jeff Kightlinger, Metropolitan's general manager.

Proposition 84 Funding Will Benefit Communities Statewide
May 14, 2012, SACRAMENTO, Calif. - On Thursday, the California Strategic Growth Council (SGC) announced $45.3 million in local assistance grants that will lead to more sustainable communities across California. A total of 93 individual awards will go to cities, counties, regional and local agencies, and nonprofit partners. Among those funded is the City of Brow/ey for preparation of a Climate Action Plan and General Plan Amendments. All awards are funded through voter-approved Proposition 84 bond allocations.

Brawley High School accepts $17,000 from IID
(May 14th, 2012, BRAWLEY) - The Brawley Union High School District Board held their regular meeting Wednesday, May 9 with all trustees present.
The board approved accepting the donation from the Imperial Irrigation District for $17,500 along with the following measures:

Amending the popular Pictorial Math Training Contract with consultant Guillermo Mendieta for the end of this year and for the following school year,
•
Approve the declaration for estimating the number and types of emergency credential for next year, and
•
Approve the MOU between BUHSD and the USC Rossier School of Education through June 2015.

IID Board May 15 meeting
(May 14, 2012, El Centro) - The Imperial Irrigation District Board will hear an ear full from two opposing lawyers, although they will speak on separate issues. Up first will be Charles DuMars of the Law & Resource Planning Association. He will present his firms final draft on the QSA plan. This is not a legal document, but puts the history, the legal fights, and the expected expenses in a form that the stakeholders of the valley can grasp and begin to comprehend the ins and outs of what has been billed as the largest agriculture to urban water transfer ever.
Then attorney David Osias will give a presentation on the local entity settlement and the Fifth Amendment pricing issue related to the QSA.
Also a request for funding for home basing the Joint Strike Fighter Squadron at the El Centro Naval Air Base will be presented.
The board will hear a report on the IID’s total outstanding debt that is generally believed to be around 2 billion dollars.
The open meeting will be at 1 p.m. at the Condit Auditorium at their El Centro facility.

Its lifeblood, the Colorado River, is being hemorrhaged by cities, by farms and ranches, by power plants and by the more than 30 million people who depend on its water in the United States and another 6 million people in Mexico.
This year's flows are near historic lows with runoff about a third of average, pushing the seven states that share the river toward another year of drought. But those stresses are trumped by dire predictions from the agency managing the Colorado River system, forecasting demand far outstripping supply during the next 50 years, reaching crisis levels within two decades.
It reveals a coming tug-of-war over water resources that may pit Utah against other states in the fight for new development, jobs, housing and force an answer to one of the West's most enduring questions: Who is entitled to the water?
BP Rescues Three From Canal
May 15, 2012, El Centro, CA - U.S. Border Patrol agents rescued three illegal aliens from the All American Canal. The incident occurred at 4:30 p.m. Wednesday when a Border Patrol remote video surveillance system observed three people drifting uncontrollably in the canal. Responding agents were able to deploy rescue throw bags and pull all three out of the canal. The three were determined to be Mexican citizens in the U.S. illegally and were transported to the Calexico Border Patrol station for processing.
'Existential threat' to Western U.S. states
New Obama water policy position overturns decades of practice

The Obama administration has launched a new battle over water rights that threatens not only the economies of arid Western states, which largely voted against him in the 2008 election, but their very existence.
World Net Daily reported last month that the federal government was creating obstacles for Tombstone, Ariz., to restore its water supplies following last year’s forest fire and monsoon-triggered floods in the nearby mountains. The federal government said crews could not use machinery to rebuild pipelines and spring-water collection systems.
Now, a letter contradicting longstanding federal practice asserts a claim to water in arid Western states, such as Utah, Montana, Colorado, New Mexico, Arizona and others, that supersedes all other authorities, including decisions by state water courts.
Report alleging IID's illegal activities to be made public
El CENTRO, Calif. – May 15, 2012 – An association of concerned citizens – 54950 Commission – will be coordinating a public report prepared by San Diego attorney Michael Aguirre chronicling the unlawful activities of Imperial Irrigation District (IID) employees and specific members of the board when conducting IID business. The event will take place Tuesday, May 15 at 11 a..m at Puerto Nuevo Restaurant on Imperial Ave. in El Centro. Local and regional media are encouraged to be present for this breaking story.
DuMars presents Plan B to IID Board
(May 17, 2012, El Centro) The Imperial Irrigation District Board of Directors held their regular meeting of May 15 at W.R. Condit auditorium Tuesday. All Directors were present except Director Matt Dessert.
Charles DuMars, with Law & Resource Planning Associates, P.C., presented his final report to the Board.
On August 23, 2011, the Board retained DuMars to develop a Quantification Settlement Agreement contingency plan. DuMars presented updates to the Board on October 4, 2011 and March 20, 2012.
DuMars stated that the QSA involves what has been described as the largest agriculture-to-urban water transfer in United States History.
In his presentation to the Board, DuMars highlighted some of his more important findings;

More Citations and Public Awareness Seen in Second Distracted Driving Month Campaign
The CHP and OTS praised the cooperation of hundreds of state and local agencies and the reaction of the public to the second annual” It’s Not Worth It!”enforcement and awareness campaign as part of the national Distracted Driving Awareness Month.
(Sacramento, CA) – According to the California Office of Traffic Safety (OTS), the California Highway Patrol (CHP) and 265 local law enforcement agencies issued over 57,000 tickets in April to drivers who were using a hand-held cell phone or texting. Another 3,800 citations were handed out for other distracted driving violations. This number is up from the 52,000 tickets issued in April of 2011.

has funding available.
(May 18, 2012, Holtville, CA) - The City of Holtville Business Assistance Loan Program is designed to stimulate economic growth and create or retain jobs that will improve the living conditions of residents in the community. The Loan Program provides affordable non-conventional financing to eligible businesses and development projects. Most loans will have an interest rate of 3% depending on need.
The Program has a minimum loan amount of $25,000 and a maximum loan amount of $105,000. Loan applicants for the Program must be legal businesses with a proper local business license, proper insurance and required permits per state and federal requirements.
The business must be located within the city limits of the City of Holtville. The business must create or retain one or more new permanent full time equivalent (FTE) jobs for every $35,000 borrowed. Loan applicants can also be commercial developers or commercial property owners that have property they want to develop or own existing commercial space they need to fill with tenants. Application forms are available at City Hall.
Eligible activities include:

Operating capital;
•
Inventory;
•
Rehabilitation of leased space or owned buildings
(including engineering and architectural and local permits or fees);
•
Purchase of furniture, fixtures or equipment (with or without installation costs);
•
Refinancing of existing debt when done in conjunction with financing other eligible costs;
•
Purchase of real property; and
•
Required off-site improvements.
